TCPP (tris(1-chloro-2-propyl) phosphate) is a liquid chlorinated phosphate ester flame retardant used mainly in polyurethane, including flexible and rigid PU foam, and in some CASE systems. TCPP and TDCPP are different chemicals that are often confused. TDCPP, a closely related chlorinated phosphate ester, is listed under California Proposition 65 as a carcinogen (listed in 2011). TCPP itself is not currently on the Proposition 65 list, though it remains under toxicological review, including ongoing study by the US National Toxicology Program. A Prop 65 listing does not ban a chemical; it triggers warning obligations above defined exposure thresholds. Whether a finished product needs a warning depends on its formulation and exposure.
